Comments Cyclone hit China and winds stirred up pretty significantly. Boats could not go to the signature site of Baliscag Island. We dove the north side of Panglao that was sheltered from the winds. These coral gardens and walls were just average. But an average dive in Philippines is usually better than 80% of the dives in the rest of the world. Sea Explorers is a quality operation. Seaquest has an operation out of Oasis Resort but we did not use then. Probably very similar in quality to Sea Explorers. The town is not bad. New 4 or 5 star resort on the north side of the island called Bellvue is about to open.

Would go back there as the connection to Cebu is good and flights to Tagbilaran is good.
