Comments	Isla Mujeres is a great base from which to get in the water with whale sharks. The government strictly enforces rules related to whale shark tourism and safety. No diving is allowed, but the snorkeling is phenomenal. I have made this same trip 3 times. The season is May-September only. The number of boats and snorkel times are controlled.
